A bombshell investigative report has exposed a staggering level of corruption and mismanagement at the Electricity Company of Ghana (ECG), with over 1,300 containers worth billions of cedis unaccounted for.
The investigation, led by Professor Innocent Senyo Acquah, revealed a web of deceit and incompetence that has led to the disappearance of the containers, which were meant to be cleared at the Tema Port.
According to Prof. Acquah, “ECG claimed to have 2,491 uncleared containers, but our independent audit found only 1,134, leaving 1,347 unaccounted for.”
The report also exposed serious procurement breaches, including the awarding of contracts to unlicensed companies.
Additionally, the investigation found that ECG’s procurement directorate had been merged with its Housing and Estate unit, and that the Director of Procurement had no prior experience in procurement.
Receiving the report, Minister of Energy and Green Transition, John Abdulai Jinapor, expressed outrage and vowed to take swift action.
“The over 1,300 containers cannot vanish into thin air. We will work with the A-G and the police to ensure those responsible are brought to book to retrieve the containers or the monetary value of the same,” he stated.
Minister Jinapor also announced that the procurement unit at ECG would be overhauled within a week and pledged to introduce far-reaching reforms to prevent such corruption in the future.
“It cannot be business as usual. We are not targeting anybody, but we will make sure whoever is responsible will be held liable,” he added.
The estimated liability for the missing containers is a staggering GH₵1.5 billion. The investigation was launched after the minister’s visit to the port in January 2025, where the uncleared containers were discovered.
