
A former presidential candidate, general secretary and senior campaign advisor to Dr. Mahamudu Bawumia in the 2024 elections, Mr. Kwabena Agyepong, has formally submitted proposals to the party’s constitutional amendment committee, chaired by Frank Davies.
The suggestions aim to revamp the party’s internal processes and promote a more inclusive and democratic environment.
Agyepong’s proposals include the establishment of constituency caucuses, comprising current and past party office holders, to provide a platform for broader consultation and representation.
Additionally, he suggests holding presidential primaries first to reduce tensions and streamline the electoral timeline.
Mr. Agyepong has also called for the abolition of Article 13(9), which mandates a special electoral college to narrow down presidential aspirants to five. He argues that this provision is prone to manipulation and undermines democratic fairness, advocating for a more inclusive process instead.
The proposals are expected to spark discussions and debates within the party, with the amendment committee carefully considering the suggestions to determine their potential impact on the NPP’s internal dynamics.

SUBJECT: Proposals for Constitutional Amendments
Following my submissions during the second quarter meeting of the NPP National Executive Committee held at Alisa Hotel on 16th April, 2025, I hereby officially present the proposals below for the committee’s consideration:
Formation of Constituency Caucuses
It is proposed that the party establishes, in each of the 276 constituencies, a caucus comprising all current and past office holders of the party in the constituency. Specifically, this caucus shall include:
Members of Parliament
DCEs/MCEs
Constituency Executives
Electoral Area Coordinators
Polling Station Executives
Patrons
Elders
This proposal represents a limited enlargement of the electoral college, ensuring broader consultation and representation in key decision-making processes.
Order of Presidential Primaries
To reduce tension associated with the numerous elections the party conducts ahead of the presidential candidate election, it is proposed that the presidential primaries be held first, following the amendment of the electoral college.
This approach aligns with Article 13(1) of the party’s current constitution and promotes a more logical and less contentious electoral timeline.
Expulsion of Article 13(9)
It is further proposed that Article 13(9) of the constitution, which mandates the formation of a special electoral college to trim presidential aspirants to five (5), be expunged.
The current structure of this special college—comprising fewer than one thousand (1000) members—is susceptible to manipulation and undermines democratic fairness. A broader, more inclusive process is recommended.
